CMO NO. 4, S. 2008 was issued in response to the current economic challenges faced by many graduating students. The memorandum urges higher education institutions to conduct graduation ceremonies in a manner that is simple and economically considerate.
In particular, CMO No 4 directs that graduating students should not be required to attend graduation ceremonies in special attire or at extraordinary venues. Furthermore, it prohibits the imposition of contributions for annual yearbooks and other related items, unless such contributions are deemed absolutely necessary following appropriate consultations. Additionally, the memorandum removes the requirement for non-academic projects as a condition for graduation.
