CHED’s (Compromised) Regulatory Independence and the (Lack of) Competitive Neutrality Between Public and Private Higher Education Institutions

The Far Eastern University Public Policy Center (FEU PPC) successfully held Seminar 3 of the Issues on the Regulation of Higher Education series last 29 January 2026 at FEU Makati.

Dr. Michael M. Alba, President of FEU PPC, presented key insights on CHED’s regulatory independence and the competitive imbalance between public and private HEIs, followed by a thought-provoking panel discussion with Atty. Joseph Noel Estrada, Former Chief Legal Officer of EDCOM II, and Dr. Ma. Cristina Padolina, President Emeritus of CEU.

The discussion highlighted the importance of regulatory independence and competitive neutrality in ensuring a fair and effective higher education system in the Philippines.
