Far Eastern University Public Policy Center

The FEU Public Policy Center (FPPC) is a private research foundation affiliated with the Far Eastern University in the Philippines. Its mission is to contribute to evidence-based policymaking through rigorous research and active public discourse. The FPPC aims to cultivate a culture of inquiry within the FEU community, encouraging students and faculty to engage with policy issues and participate in discussions at both national and local levels .

College Experience Survey (CES)

The CES is an annual survey of students in various colleges and universities across the Philippines that aims to understand the college experience from the viewpoint of the students themselves. Developed and implemented by the FPPC in cooperation with partner universities and colleges, the survey hopes to provide relevant information and insights to school administrators, faculty, and other stakeholders about the experiences, issues, and conditions of students as they navigate their way through college life.

Our programs

Fighting disinformation

The FPPC is part of the research arm of #FactsFirstPH, a multi-sector consortium composed of over 120 organizations and institutions, led by Rappler. With the Philippines being considered as patient zero in the global disinformation pandemic, this collective aims to create a movement that rallies behind truth in public spaces and exacts accountability from those who distort it at the expense of democracy. Rappler CEO and Nobel laureate Maria Ressa described this initiative as a “proactive fight against the use of social media for disinformation.”

Reforming the education system

The FPPC, through its active and committed Board of Trustees and our partners in various fields, conducts research aimed at advancing meaningful reforms in the Philippine education system. From correcting grave errors found in textbooks to evaluating the effectiveness and equity of current education policies, our work focuses on ensuring that learning materials and systems truly serve the needs of Filipino students. We believe education is not only a right but also a foundation for shaping future leaders who are informed, critical, and engaged. 

Empowering the electorate

Through our research initiatives, the FPPC continues to collaborate with youth and student organizations, such as TAMang Boto of the FEU and Youth Leadership for Democracy (YouthLed), and other stakeholders to strengthen voter education and deepen democratic participation. But beyond simply encouraging people to vote, our work is centered on civic education as a long-term investment in empowered citizenship.

Expanding spaces for youth in governance

Through the Public Innovation Field Lab, the FPPC and Galing Pook Foundation aspire to provide venues for FEU students to use their knowledge in assisting various LGUs in catalyzing improvements in their service to their respective constituents. This is also part of the FPPC’s goal to strengthen ties between education and governance by exposing students to policy issues at the local level and allowing them to contribute to not only relevant policy discussions, but also actual innovations that can be institutionalized for the benefit of the people.

The Economic Regulation in Philippine Higher Education is a study conducted by FEU PPC President Dr. Michael Alba as principal investigator under the UP President Edgardo J. Angara (UPPEJA) Fellowship. It aims to foster evidence-based dialogue on policy, funding, and regulatory issues in the sector, and contribute to the policy agenda of the Second Congressional Commission on Education (EDCOM II).
