Public Funding for Higher Education: Trends in the General Appropriations Act and Higher Education Development Fund, 2010‒2024

The Far Eastern University Public Policy Center (FEU PPC), in partnership with the UP Center for Integrative and Development Studies (UP CIDS), the UP President Edgardo J. Angara Fellowship, and the Private Education Assistance Committee (PEAC), successfully held the fourth session of the seminar series on October 29, 2025, at the FEU Makati Mini Theater.

This session, titled “Public Funding for Higher Education: Trends in the General Appropriations Act and Higher Education Development Fund, 2010–2024,” featured Ms. Zyza Suzara, Budget Technical Consultant of FEU PPC, who presented insights on funding trends and allocations for higher education institutions over the past decade.

Dr. Milwida Guevara, President of Synergeia Foundation, served as the expert panelist and shared her perspectives on the policy and fiscal implications of public investments in education. Unfortunately, Dr. Cielo Magno was unable to attend due to unforeseen circumstances.

The seminar opened with welcome remarks from Ms. Julia Abad, Executive Director of FEU PPC, and concluded with closing remarks from Dr. Rosalie Hall, Executive Director of UP CIDS.
