The Far Eastern University Public Policy Center (FEU PPC), in partnership with UP CIDS and PEAC, held the second of its six-part seminar series on August 27, 2025 at Jose Rizal University.
Main Presentation was delivered by Dr. Michael M. Alba, FEU PPC President and UPPEJA Fellowship Awardee, who discussed CHED’s price-cap regulation model—its legal basis (CMO 03, s.2012), framework for regulating higher education costs, and issues in regulation design. Dr. Alba also analyzed values applied in policy, governance gaps between private HEIs and SUCs, and proposed principles for improving tuition and school fee regulation.
Kier Ballar, FEU PPC Research Coordinator, also presented an in-depth analysis of CHED Memorandum Orders (CMOs) and shared snippets from FEU PPC’s CMO database, offering valuable insights.
The discussion was enriched by insights from an expert panel: Dr. Aniceto C. Orbeta, Jr., Atty. Joseph Noel Estrada, and Dr. Winston Conrad B. Padojinog, who examined the implications of CHED’s tuition regulation on access, equity, and institutional sustainability.
This seminar is part of FEU PPC’s continuing effort to foster evidence-based dialogue on the regulation of Philippine higher education in support of the policy agenda of EDCOM II.
